Transcript Evaluation Process - Implementing Board Policy 413
Any student who has completed coursework at another school is considered a transfer student. Peninsula College welcomes transfer students from two and four-year institutions of higher education. College-level courses offered by regionally-accredited colleges and universities in the State of Washington shall normally be accepted in transfer by the receiving institution. In addition, some courses not normally transferable will be accepted as part of the AA/DTA Associate degree. At least 30 credits must be earned in residence from Peninsula College in order to receive a degree from Peninsula College.
Direct Transfer Agreement (AA/DTA)
1. All student transcripts will be evaluated towards the AA/DTA degree, no later than the end of the first quarter in which the student has commenced attendance, or the end of the quarter in which the transcript(s) are received.
- Students must be enrolled at Peninsula College and degree seeking.
- These credits will be reviewed towards distribution courses such as communication, computation, humanities, sciences, etc., and if not applicable towards distribution credit, the credit will be awarded towards the 30 credits of electives (not to exceed 30 credits of electives).
- If the student already has an AA/DTA degree, then the transcripts will be evaluated towards the student’s degree program.
2. Any credits that come in as career technical education such as IT or more specific such as WELD or MEDIA, will be reviewed by the evaluation staff for review of transfer. If there are questions regarding the transferability of a career technical education course, the program faculty will be consulted for further review.
- Once reviewed by the evaluator and/or program faculty, credit will be granted accordingly towards the student’s career technical degree plan or as elective credit if the student is seeking the AA/DTA.
- A maximum of 15 elective credits may be career and technical courses numbered 100 or above for use towards the AA/DTA.
Bachelor of Applied Science (BAS)
Career technical courses offered by community and technical colleges that are comparable to courses in baccalaureate programs or applicable to baccalaureate degrees as determined by Peninsula College shall be granted transfer credit. Up to 15 credits of coursework at the 100 level or above, that are otherwise non-transferable career technical courses, may transfer as part of an AA/DTA Associate degree.
Equivalency Guide
All courses will be evaluated in accordance with the Intercollege Relations Commission (ICRC) Guidelines. Credit earned in transferable courses shall be granted without regard to the date at which the course was completed. In some degree programs, especially in scientific and professional subjects, students may be required to acquire current knowledge or to refresh their knowledge by repeating courses taken at a prior date. Credit will not be granted a second time for such repeated courses.
Transfer of Grades
Courses completed with a grade of ‘D’ (1.0) or above shall normally be accepted in transfer with the exception of courses needed to fulfill a prerequisite. For example, ENGL& 102 requires a passing grade of C (2.0) in ENGL& 101. If the student did not receive a grade of 2.0, the student will not be able to take ENGL& 102.
Military Credit
1. Peninsula College will evaluate and grant credit hours for military education based on the recommendations from the American Council on Education’s (ACE) Guide to the Evaluation of Educational Experiences in the Armed Services. This is in accordance with transfer credit policies at PC and the State Board of Community and Technical Colleges (SBCTC).
- Students may request evaluation of military credit by providing the Evaluation’s Office with an official copy of their Joint Service Transcript (JST).
Advanced Placement (AP) Credit
If you were engaged in college-level study in high school through the Advanced Placement (AP) program, you may receive credit toward a degree or certificate, placement in advanced classes, or both, on the basis of the subjects and scores.
1. Credit for minimum scores on the following Advanced Placement examinations given by the College Board is awarded upon receipt of official score reports. Official reports should be submitted to the Evaluation’s Office at Peninsula College or the off-campus centers. AP credit awards will not be granted if the student is currently enrolled in or has successfully completed or earned credit for the course.

International Credits
NOTE: You only need to request an evaluation if you are seeking a Peninsula College degree or certificate and want to apply credits earned at your International Institution of Higher Education.
1. Request Two Official Academic Records/Transcripts
a. Request one of the official transcripts be mailed to:

b. Request the second copy of the official transcripts be mailed to you. You will then include that transcript when you submit the completed application form to the International Credentials Service you choose to use (See below for more information).
Note: Depending on the agency selected they may require additional documentation.
If your records are not already in English, you must include a Certified Literal English translation with both official academic records/transcripts requested above.

2. Choose an International Credentials Evaluation Service
a. PC will accept any course by course evaluation provided by any agency approved by NACES (National Association of Credential Evaluation Services) that examines educational/academic records for the purpose of determining U.S. standards. You must choose a “course-by-course” evaluation. Accepted agencies include: FIS*, WES, and Josef Silny & Associates, etc. For a complete list, see http://www.naces.org.

b. There is a cost for these services and prices vary by agency and range from $150-$250.
c. Have an official copy of the evaluation report sent to Peninsula College at:

d. Report Results
1. Once PC receives the official report and all official transcripts we will process the evaluation. International evaluations typically are applied as elective credits at PC. Introductory courses may possibly be applied as distribution credit. For other types of courses to be applied toward distribution requirements, request English versions of course descriptions be sent directly to PC from your previous institution(s). They must be descriptions from the time you completed the courses.
Courses Receiving No Credit
1. Courses considered below college level (usually numbered below 100).
2. Repeated courses or courses with duplicate subject content.
3. Coursework earned at an institution that did not hold at least candidacy status with its regional accrediting association when the coursework was taken.
4. Mathematics courses considered below college level, including basic math, business math, and beginning and intermediate algebra.
5. Courses offered for non-credit continuing education units.
6. Remedial English.
7. Courses receiving a grade of less than ‘D’ or 1.0.
Quarter vs. Semester Credits
1. Awarding semester credit: U.S. colleges and universities that operate on a semester system award semester credit. PC operates on a quarter system and awards quarter credit.
- To convert quarter credits to semester credits, divide by 1.5.
- To convert semester to quarter credits, multiply by 1.5.
Transcript Processing Timeline
1. PC accepts transfers courses with a grade of D (1.0) or better.
2. Once PC receives your official transcripts they are the property of PC and will not be returned or forwarded to any other institution.
3. Turnaround times for evaluations are approximately 2-4 weeks after receipt.
4. During high volume periods, turnaround time may be slightly higher.
Receipt of Transcripts
Transcripts are received from the following sources: National Student Clearinghouse, eScrip, Parchment, sent from colleges or universities to transcript@pencol.edu, sent from colleges through our student management system or sealed hard copy from school or student.
