HB 1079
Then-Governor of Washington Gary Locke signed House Bill 1079 on May 7, 2003. It allowed eligible undocumented students to pay resident tuition rates at state colleges and universities starting July 1, 2003. Under this law, students who are not U.S. citizens or permanent residents may qualify for in-state tuition if they meet all of the following criteria.
- Completed the full senior year of high school and obtained a high school diploma at a Washington public or private high school or received the equivalent of a diploma; and
- Lived in Washington for at least three calendar years (36 months) immediately prior to receiving the diploma or its equivalent; and
- Continuously lived in the state of Washington after receiving the diploma or its equivalent and until such time as the student is admitted to a Washington institution of higher education.

Financial Aid Resources for HB 1079 Students
In addition to possibly being eligible for resident tuition rates, some undocumented students who are not eligible for federal financial aid may be eligible for Washington financial aid and should file the Washington Application for State Financial Aid (WASFA).
